RAMP II – A revised, performance-based project design

 

I – State selection:

  • Initial pool of 36 states, sorted into 6 geopolitical zones(South-Eastern, North-Eastern, South-South, North Central, South Western, North Western) [see ANNEX 1]

  • Pre-selection of 12 states, based on (4) participation criteria:

 

Two states will be selected in each of the six geopolitical zones based on the information they will send in the coming 2 months following the workshop on the following 4 criteria:

 

(1)   The following three CPS governance criteria:  [see ANNEX 2]

-          Performance – particularly fiduciary, of the state on past/existing Bank projects; this performance will be assessed through the financial management reviews and the ex-post procurement reviews of the Health Sector Development Project (HSDP) and of the FADAMA Rural Agriculture project; additional projects might be added (in particular, the CDD project) depending on the availability of information.

-          Completion of a public expenditure review and/or public expenditures and financial accountability review with follow up action plans; this information is provided as part of the implementation track record  of the State Governance and Capacity Building project (SGCBP)

-          Drafts of fiscal responsibility and public procurement bills

(2)   Plus one project-specific participation criteria:

-          Duly signed letter of financial commitment by the State Governor to join RAMP

 

  • Final selection of 4 initial states, based on 4 readiness criteria:

Four states out the 12 will be selected, based on the information they will send in the coming 6 months following the workshop on the following 4 criteria:

  1. Establishment of State Project Implementation Unit (SPIU) under the guidance and direct supervision of the Federal Project Management Unit [exact description of the requirement to be refined]
  2. Identification of institutional arrangement and funding sources for road maintenance [exact description of the requirement to be refined, based in particular of the role of the state road funds]
  3. Preparation of Prioritized Rural Road Investment  Program for funding under the project [prioritization studies are financed by the Federal Government in at least 30 states]
  4. Number of km of prioritized roads with completed feasibility studies (initial works)
  • Project preparation in the 4 initial states with support from Federal Government and PPA:

In each of the 4 initial states, initial works for about 30MUSD will be identified, based on the prioritization study and the feasibility studies. The following studies will then be prepared for each of these initial works:

-          Preparation of detailed engineering studies and bidding documents for initial works

-          Preparation of Safeguard Documents (detailed safeguards studies for initial works + safeguards frameworks)

III - A two-round approach during implementation:

 

Round 1: By project effectiveness, 30 MUSD of works should be ready to execute in each of the 4 initial states. This total 120 MUSD of initial road investments would be co-financed by part of the IDA and AFD loans (120 MUSD each). In parallel, during the first 2 years of project implementation, the 4 initial states would have to advance on the design studies (engineering and safeguards) of the next 80-100 MUSD worth of road investments (to be selected using the results of the prioritization studies).

 

Round 2: remaining funds for road works available from the IDA and AFD loans have to be committed at the latest 2 years after the effectiveness date or they will be reallocated to the next states meeting the readiness criteria in the pre-selection list.
