Federal Project Management Unit (FPMU), located in the Federal Ministry of Agriculture and Rural Development (FMA&RD), NAIC House, Central Business District, Abuja is responsible for the coordination and facilitation of Rural Access and Mobility Project at the National level. The FPMU operates under the strategic oversight of National Technical Steering Committee (NTSC), an existing structure within FMA&RD.
Institutionalize at all tiers of government the capacity and culture for coordination, construction, rehabilitation and maintenance of rural road network that will ensure all -year-round accessibility and mobility thereby contributing to sustainable rural transformation and poverty reduction.

(a) Coordinate and facilitate activities in the participating states;
(b) Selection and monitoring of state performance by preparing for scale-up of more states
(c) Provide targeted technical assistance/support and capacity building support to participating states in order to help them establish their State Project Implementation Unit (SPIU);
(d) Ensure project alignment with federal rural development policies (such as the Transformation Agenda for the Agriculture Sector) and contribute to the design and implementation of sound rural transport policies;
(e) Facilitate the overall coordination of the project, including consolidating project work plans , budgets, and reports and liaising with the financers, commission financial and technical audits;
(f) Promote peer learning as well as dissemination of best practices and lessons learnt through effective monitoring and impact evaluation;
(g) Ensure that public grievances or complaints are responded to by the appropriate authorities.
